It said the group also broke into the homes of two brothers, robbed them, and killed six people in a Nov. 11 attack in Kashgar.

 

The report gave no information about the victims or the schedule for the executions.

 

Three of the men were sentenced to death with a two-year reprieve, a sentence that is normally commuted to life imprisonment in China's judicial system.

 

They were convicted of deliberate homicide and armed robbery by the Kashgar Intermediate People's Court in the first instance.

"We are also strongly opposed to the death penalty in this case."

Last month, the Supreme Court sentenced four Uyghurs to death for alleged involvement in an Aug. 19 bomb attack in Xinjiang’s western Aksu city.

 

The World Uyghur Congress pointed to concerns over lack of transparency in those cases too.

 

The Aksu blast left eight people dead, including two of the bombers, and 15 wounded after a man riding a three-wheeled vehicle threw explosives at a group of uniformed patrolmen. Four Uyghurs were arrested shortly after the attack.

 

State media characterized the cases as acts of terrorism and unrelated to longstanding ethnic tensions between Uyghurs and Han Chinese in the region.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

 

Those frustrations erupted in July 2009 in deadly riots that left nearly 200 people dead, by the Chinese government's tally.

 

At least 26 people, mostly Uyghurs, were sentenced to death in the aftermath of the riots, many of whom have been executed, according to state media.

 

China is believed to execute more people each year than the rest of the world’s countries combined, although the government does not publish official figures.

 

Rights groups say Beijing may execute as many as several thousand prisoners annually.

 

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining ties to the al-Qaeda terrorist network.

China on Wednesday also announced a training scheme which places ethnic minority graduates from Xinjiang in work elsewhere in China.

"From the point of view of ethnic minorities, the graduate work scheme is really taking the cream of youth from the minorities and using them to 'further cultural development,'" wrote one ethnic minority user on a popular microblogging service.

In his New York Times column complaining about Huffington Post and the new economics of content competition, I think David Carr makes two understandable but fundamentally fallacious assumptions about news and media: that the value in journalism is in content and that making content must be work. Because that's the way it used to be.



In their op-ed the next day in the New York Times complaining about copyright losing its hardness, Scott Turow, Paul Aiken, and James Shapiro extend the error to entertainment, assuming that content is entertainment and content is what content makers make.

We can be informed now by many means: by our neighbors telling us what they know, enabled to do so by the net, at a marginal cost of zero, doing so not because it is work (and work must be paid) but because this is what neighbors do for each other. We can be entertained by many means: by clever people making songs and shows and telling stories because they love doing so and because they are compensated in attention rather than royalties (and that attention may well lead to money when they can finally detour around the gauntlet of old media's closed ways to find audiences on their own).



Why do people write on Huffington Post? Because they can. Because they give a shit. Because they like the attention and conversation. Because they couldn't before. Why do they sing their songs on YouTube? Same reasons.



Is there still a role for the journalist, the professional, the artist in this? Perhaps. I think so. That's why I am teaching journalism school. But I'm not necessarily teaching them to make content. That is now only one of many, many ways to meet the goals of adding value to information, time, and society. If you can get it -- if you can show that there aren't a million competitors for court time in an open marketplace -- great! But what if the gate or the ads merely support my ability to provide free court time to you or free uniforms to your town-team kids? The economics are not necessarily sweat = work = product = pay. Neither is it any longer true that owning the expensive means of production and distribution assures a return on that investment. There are other expressions of value.



The truth is that Huffington Post recognizes the value of professionalism. I've lately recalled Arianna Huffington talking with Guardian editor-in-chief Alan Rusbridger in London a few years ago when he -- with native irony, in front of his reporters -- asked why the hell she was hiring reporters, who are a pain in the ass to manage and expensive to boot. As Tax Day draws closer, many are looking for documentation and trying to figure out whether they are taking a deduction or credit for each item that they hope will bring a tax advantage.  Understanding the difference between a tax deduction and a tax credit is important — especially when you stop to consider that one is more valuable than the other.


Is That a Deduction or a Credit?


The difference between a tax deduction and a tax credit can be expressed by the way it affects your taxes.


Tax deduction:


This lowers your taxable income.  Deductions are taken before your final income is figured out.  There are different types of tax deductions.  The first is an above the line deduction, which takes place before you figure out your adjusted gross income (AGI).  You report your total income, and then subtract your deductions, arriving at your AGI.


The second group of deductions are taken from your AGI.  After you have figured out your AGI, you flip over your Form 1040, and begin taking other deductions.  You can choose to take the standard deduction, or you can itemize your deductions.  Add up what you would itemize (using Schedule A), and see if that number exceeds the standard deduction. You want to choose the larger of your itemized deductions or your standard deduction.


Your second round of deductions are subtracted from your AGI.  The result is your taxable income.  In many cases, your taxable income is thousands — or even tens of thousands — less than your actual income.  A tax deduction helps you by reducing the amount of money that you have to pay taxes on.


Tax credit:


After you have figured out your taxable income, you use that number to see how much you owe in taxes.  Your income can be found on the tax table, and that will provide you with how much you owe.  Once you know how much money you owe, you subtract the amount of money you have already paid in taxes, including money withheld from your paycheck and money paid in quarterly taxes.  Now it’s time to add in your tax credits.


The great thing about a tax credit is that it directly reduces what you owe.  This is a dollar for dollar reduction.  If you owe $1,000, and you have $500 in tax credits, you only owe $500 total.  Having a tax credits is like having a gift card meant to help you pay your taxes.


So, Which is More Valuable?


As you might imagine, having a tax credit is more valuable.  A tax deduction is helpful, since it lowers your taxable income, but it isn’t quite the same.  Your deduction might not be enough to knock you down a tax bracket, and it simply reduces the amount of money your taxes are figured on.  A $100 tax deduction isn’t worth $100, since it might only lower your taxable income from $55,000 to $54,900.  That makes a difference of $15 when you go to pay your taxes if you are married filing jointly.  (According to the IRS tax table, you would owe $7,416 and $7,401, respectively.)


A credit, though, translates directly into dollars saved.  If you have a $100 tax credit, you have a $100 tax credit.  It means that if you owe $7,401, and you apply the credit, now you owe $7,301.  Of course, if you have already paid your taxes, you could end up with a tax refund.  The Earned Income Credit and some other credits can result in the government owing you money after all is said and done.
